An Employer of Record is a local company that legally employs staff on your behalf. The people work to your direction and your standards, while the Employer of Record holds the employment contract and carries the statutory obligations in that country.

Do we need to register a company in Ghana?

No. That is the point of the arrangement. You can place people in Ghana, pay them lawfully and manage them day to day without incorporating a local entity or opening a local payroll.
